Population registration when moving to Sweden: a practical guide
Documents, your actual home address, move notification and an identity check, with different residence situations kept separate.

What to know
Folkbokföring records residence with Skatteverket; it is not a residence-permit application. People moving here to live for at least a year generally notify their move for registration assessment. EU/EEA citizens follow their own conditions. Many other nationals need a valid residence permit; special rules apply to family members of EU/EEA citizens.
Prepare before starting
- Organise a private folder separating originals for the visit from copies requested for the official notification.
- Match identity, residence, reasons for moving and family records to the checklist for your circumstances.
- Note where you actually live and sleep and the four-digit apartment number where applicable.
- Use a separate checklist for each family member; one person’s complete file does not mean every case is ready.
A practical step-by-step approach
- Select the branch matching your citizenship and family situation on Moving to Sweden.
- Open Flytta till Sverige from there. Ask a service centre for help using the service if needed.
- Provide accurate information and submit requested records only through official channels. Each person, including an accompanying child, needs a separate notification.
- Keep the receipt and book an identity check. Accompanying family members must attend personally with original documents.
- Put your name where mail is delivered. Tell the agency your new address and move date if you move before the decision; never invent an address.
- Read requests for further information and the decision. If refused, review its reasons and follow-up instructions and ask the agency to explain anything unclear.
Different circumstances and cautions
Do not conceal temporary accommodation; Skatteverket explains how to report it. Published waits may concern assignment to an administrator rather than a guaranteed decision date. Check the current processing page before planning. Registration alone does not establish entitlement to every benefit. Separately check Försäkringskassan’s qualification changes for certain benefits from 1 January 2027. This guide decides no residence or benefit case.
A common question
Must I already have a personnummer to be registered?
No: do not reverse the sequence. A personal identity number is assigned with first registration. Disclose an existing number if you have one. Keep separate dates for submission, the visit and additional documents so you know which steps are actually complete.
